In the world of cloud computing the ultra-reliable system assumes that its parts are unreliable. Google cloud software is written with the expectation that parts will fail -- the software must succeed even when parts are failing at the level below.

If a human learns a useful new skill, it has to be taught laboriously to other humans. If a software engineer (note the distinction between that and human) creates a useful new cyberskill for a device, it becomes instantly available to other devices. Fault tolerance spreads quickly and easily.
